POPLAR, Calif. — Residents of Poplar and other unincorporated Tulare County communities fall within the county’s temporary restrictions on new data-center developments while officials review potential effects on water, energy and land use.
A state environmental filing dated October 1, 2026 confirms that Tulare County extended Urgency Interim Ordinance No. 3669 for an additional 10 months and 15 days, through August 6, 2027. The initial moratorium began August 18.
Why Poplar is included
The policy applies to new data-center development in unincorporated Tulare County, which is outside the county’s eight incorporated cities. Poplar is an unincorporated community. That geographic distinction matters: a rule adopted by the county does not automatically govern a project inside a city.
Data centers can require extensive electrical supply, backup generators, cooling infrastructure and large sites. The county says the extra time will be used to study possible standards covering zoning, water and energy use, environmental compatibility, noise, public safety and infrastructure.
Does this mean a data center has been proposed in Poplar?
No. The filing describes a countywide interim regulation. It does not identify or authorize a specific project in Poplar, and residents should not infer that one is planned next door.
Where to submit a question
The Tulare County RMA data-center discussion page provides background and information about opportunities for public comment. The department’s listed general phone is 559-624-7000.
The moratorium is temporary, not a permanent countywide prohibition. If residents want more restrictive protections or clearer standards for their community, a future planning process is the appropriate place to present detailed evidence and proposals.
