POPLAR, Calif. — With the winter storm season approaching, Tulare County is directing residents and agricultural businesses to its emergency preparedness resources, including alert registration and evacuation-zone information.
The county’s current emergency information hub includes a special section for the 2026–27 El Niño season, links to AlertTC emergency notifications, an evacuation-zone lookup through Genasys Protect and preparedness guidance for farms and businesses.
Why rural households should plan ahead
Poplar is an unincorporated area with agricultural roads, homes and public services that may be affected by severe weather. Heavy rain can complicate local road access, drainage, travel to school and trips to medical services. However, the county preparedness page is not evidence of a confirmed incoming flood for Poplar.
Residents can prepare by confirming how to receive official alerts, learning what routes they normally use and identifying a safe alternative location if public authorities issue instructions. Households with livestock, important medications or mobility needs may need additional planning.
How to check conditions
The county links to the National Weather Service office in Hanford for forecasts and weather warnings. Before driving, travelers can review Tulare County road and bridge notices, as well as Caltrans QuickMap for state roads.
Do not cross flooded streets or rely on an old social-media screenshot as a current closure announcement. In an immediate emergency call 911.
A countywide service, not a localized prediction
The El Niño preparedness campaign applies throughout Tulare County. Conditions and evacuation procedures will differ by neighborhood. Residents of Poplar should follow official geographically targeted notifications rather than assume alerts issued elsewhere apply to them.
